Hon. Martin S. Kollie, Chief Executive Officer/CEO


The Chief Executive Officer (CEO) is the senior management officer of the Corporation. The CEO serves as the leader of the LNLC and maintains an effective and cohesive senior management team for the Corporation; sets the tone for the Corporation by exemplifying consistent values of high ethical standards and fairness; leads the Corporation in defining its vision; is the main spokesperson for the Corporation; and bears the chief responsibility in ensuring the Corporation meets its short-term operational and long-term strategic goals. The CEO works with and is accountable to the Board of Directors of the Corporation (Board) with due regard to the Board’s requirement to be informed and to be independent and also answerable to the Office of the Vice President, who has oversight responsibility of the LNLC.

The CEO also creates a corporate vision for the Liberia National Lotteries, and to oversee the overall management and direction of its activities, and to represent the corporation to stakeholders and the public, and to ensure effective internal control mechanisms.

Possess stellar qualification in creating effective strategies and plans to increase sales, capitalize on growth opportunities, and maintain profitable business operations. Well versed in establishing win-win relationships and addressing diverse customers’ needs by providing innovative solutions and ensuring utmost satisfaction; proven effectiveness in a fiercely competitive, fast-paced, and dynamic environment with dedication to superior service. Martin S. Kollie, who hailed from Kolahun District, Lofa County, was born on November 6, 1968.

Kollie is a graduate of the William V.S. Tubman High School, where he obtained his high school Diploma and Certificate in 1988. In pursuant of higher Education, he graduated from the University of Liberia with a BBA- Degree in the field of Accounting and Management on December 19, 2001.

In furtherance of his Education, Kollie enrolled at the Cuttington University Graduate School, where he acquired MBA- Degree or Master of Business Administration, with concentration in FINANCE, from 2008-2010.

Besides, Kollie has acquired numerous Certificates in computer training skills at the former Smart Kids School, Broad Street, Monrovia.

Given his vast experiences and qualifications, Martin S. Kollie has served in various positions, including

Kollie served as member of the Provisional Joint Board of Directors for the Liberia Produce Marketing Corporation (LPMC), Liberia Coco and Coffee Corporation (LCCC), National Palm Corporation (NPC), Liberia Rubber Development Authority (LRDA) and Cooperative Development Agency (CDA) appointed by President Ellen Johnson Sirleaf on June 6, 2006.

  • Deputy Managing Director for Administration, Monrovia Transit Authority (MTA) from November 2007-2010
  • Deputy Managing Director for Administration of the National Transit Authority since its establishment in the year 2010-2012

 During these periods, Kollie optimized operational efficiency by addressing all complex issues as it relates to reports, projects and process. Also utilized strong negotiation skills in services level agreement and minimized waste simultaneously improving the efficiency and productivity of staff of high ground maintenance and bus washers within the NTA-Compound.

With a strong Managerial and Administrative skills, Kollie improved and increased quality and quantity, which yielded guidance to hardness team members, strengthen at the NTA, under his regime as Deputy Managing Director for Administration. He also served on two different occasions as Acting Managing Director.

Also, due to his level of education and professional skills acquired over the years, Kollie has served in other capacities: General Manager for the Monrovia Investment Corporation, Senior Accountant for furniture Unlimited, from 2000-2004, Junior Accountant for NRRRC from 1998-2000, Sale Agent for M & M Store from 1994-1998, Manager for Food Afreque from 1992-1994, Expeditor for the Liberia Electricity Corporation in the office of the Deputy Managing Director for Administration from 1990-1992.

At present, Kollie is the Chief Executive Officer of the Liberia National Lotteries Corporation, where he has proven his professional and managerial skills; exceptionally well for a government institution that has been dormant for number of years, due to the lack of accountability and transparency, coupled with poor administration.

Because of his professional skills, now the Liberia National Lotteries Corporation is undergoing transformation, so as to gain its status amongst other institutions of Government; as a result of his managerial skills and leadership abilities.

Kollie has involved himself in other extra-curriculum activities, such as former community leader for the Saye Town Community, former student leader of the Kolahun District University Student Association, University of Liberia, former Executive member of the Accounting Student Association, University of Liberia (ASA), and

Kollie is also a panel member of the Public Procurement & Concession Commission (or PPCC) that reviews complain(s) from procuring entities and bidders.

Kollie is a family man and is married to beautiful Mrs. Miatta Dennis Kollie and has a daughter presently perusing college degree at the University of Liberia.
